Not endorsing his approach, which has some truth to it, but I don't know why he has to go all the way to Melachim, it's an explicit pasuk in Devarim (oh I forgot, they think Devarim is as late as Melachim)

כִּֽי־יָק֤וּם בְּקִרְבְּךָ֙ נָבִ֔יא א֖וֹ חֹלֵ֣ם חֲל֑וֹם וְנָתַ֥ן אֵלֶ֛יךָ א֖וֹת א֥וֹ מוֹפֵֽת׃

וּבָ֤א הָאוֹת֙ וְהַמּוֹפֵ֔ת אֲשֶׁר־דִּבֶּ֥ר אֵלֶ֖יךָ לֵאמֹ֑ר נֵֽלְכָ֞ה אַחֲרֵ֨י אֱלֹהִ֧ים אֲחֵרִ֛ים אֲשֶׁ֥ר לֹֽא־יְדַעְתָּ֖ם וְנׇֽעׇבְדֵֽם׃

The peshuto shel mikra is that a navi of avodah zara is able to perform some sort of miracle, and this is the way Rav Yosi Haglili learns (Sifrei, quoted in Sanhedrin 90a, also quoted in the Abarbanel)

ראה עד היכן מגיע הכתוב כח עכו"ם שנתן להם ממשלה. ואפילו מעמיד חמה ברקיע אל תשמע להם
